MinDA to push a federal framework based on economic sustainability

DAVAO CITY – The Mindanao Development Authority (MinDA) will be pushing for a federal framework for five envisioned Mindanaoan regional states anchored on economic sustainability, based on the proposed states’ identified resource viability.

Adrian Tamayo, head of MinDA’s Public Affairs, on Wednesday said the agency sees the need to incorporate economic inputs within the federal framework contained in the draft Constitution submitted to President Rodrigo Duterte.

However, Tamayo made it clear the economic inputs will still reflect the federal agenda of the President.

During the AFP-PNP press briefing at the Royal Mandaya Hotel, Tamayo said there was a need to clearly define economic policies such as taxation and taxation powers of the regional states. Mindanao, he pointed out, is rich in natural resources, and must get a share equal to its economic contribution.

He added that the economically-driven federal framework would ensure Mindanao’s development and growth.

MinDA’s proposed Mindanaoan states under the federal form of government are the State of South Central Mindanao (currently Region 11 and 12), the State of Northern Mindanao, the State of Western Mindanao, Bangsamoro State and the State of Palawan.

Tamayo said MinDA’s proposal will be presented for public consultations scheduled on July 20 in General Santos City, July 24 in Surigao, July 27 in Cagayan de Oro City, July 31 in Zamboanga City, and August 6 in Palawan.

Tamayo said the consultations are aimed at raising greater awareness and sense of partnership with the people.

MinDA Chairman Datu Abul Khayr Alonto said MinDA is determined to operationalize the policy directive of the President for a shift to a federal form of government.

“While Federalism is the centerpiece of the Duterte administration, the President’s 10-point socio-economic agenda also identifies infrastructure and industry development as the key drivers in enabling robust economic activity in Mindanao,” Alonto maintained.

Alonto pointed out that Moro groups have come out in support of Federalism by organizing various sectors to study and campaign for a federal form of government that is suited for Mindanao. (Lilian C. Mellejor/PNA)
