NCAP violators to be notified via ‘real-time’ SMS, email notifications — MMDA

Motorists with verified and validated violations under the No Contact Apprehension Policy (NCAP) of the Metropolitan Manila Development Authority (MMDA) will now receive real-time short message service (SMS) and email notifications.

This is pursuant to the directive of President Ferdinand R. Marcos Jr. to enhance the implementation of the NCAP as it helps promote road safety and discipline as well as curb corruption, MMDA Chairperson Romando Artes underscored.

Speaking during the launch of the initiative at the MMDA Head Office in Pasig City on Monday, Artes noted that motorists will receive notification via SMS “even without an internet connection so that immediate action may be taken as soon as they are notified and for their convenience.”

The latest enhancement was made possible by MMDA’s partnership with a telecommunications company and the Land Transportation Office (LTO), which provided the contact numbers and email addresses of vehicle owners registered in its Land Transportation Management System (LTMS) database.

Under the process, vehicle owners will receive real-time notifications through SMS (MMDA_NCAP) and email ([email protected]) as soon as the NCAP has verified and validated the traffic violation.

In line with this, vehicle owners must also ensure that their records in the LTO-LTMS are updated to be able to receive notifications.

“Vehicle ownership should be up-to-date; transfer of ownership should also be processed immediately. A result of “No Record Found” status does not necessarily indicate the absence of traffic violations, as the mayhulika.mmda.gov.ph website shows only traffic violations under NCAP,” the MMDA stressed.

It also warned the public against possible scammers using the supposed NCAP violations, clarifying that notifications will not include any payment links and are only sent from no-reply senders.

Artes urged motorists to report any suspicious messages, “Kahit po sa [social media] namin, puwede pong ipadala ‘yong report para we can coordinate with PNP, kay Gen. Torre, at ganon din po sa DICT, para mai-report, ma-investigate, at mapigilan at mahuli and ma-prosecute po itong mga nang-i-scam.”

Meanwhile, vehicle owners may still check if they have traffic violations under the NCAP via the “May Huli Ka 2.0” website, which was launched in June.

Based on MMDA data, about 300,000 to 500,000 inquiries were logged in the first week since the web-based platform went online.

Of the 31,000 reported violations under NCAP, at least 17,000 were officially validated—with the notice of violation already sent to 15,000 violators. (with report from Bernard Ferrer / PTV News)
