NCR’s Quad-Intel Force to set up liaison office at NBP vs drugs, corruption

The National Capital Region’s Quad-Intel Force is setting up a Liaison Office at the New Bilibid Prisons as part of Bureau of Corrections’ drastic reforms to finally put an end to the culture of corruption and stop the operations of convicted drug lords and other convicted syndicate leaders inside the detention facility.

Police Major General Guillermo Lorenzo T. Eleazar, Director of the National Capital Region Police Office (NCRPO), said that it is the first time that intelligence units of various government law enforcement agencies are allowed to set up an office at the NBP for monitoring and intelligence-sharing with the BuCor.

“The Liaison Office of the Quad-Intel Force at the New Bilibid Prisons will serve as the intelligence command headquarters to facilitate the sharing of information against convicted felons who are allegedly continuously running the operations of drugs syndicates and other criminal groups,” said PMGen. Eleazar.

“Natutuwa kami na pumayag si Director General Bantag na magtayo kami ng Liaison Office and in fact, very open siya sa suggestion at lahat ng tulong na maiibibigay sa kanya upang maisaayos ang Bilibid,” PMGen. Eleazar added.

The Quad-Intel Force is composed of the National Capital Region Police Office (NCRPO), the Philippine Drug Enforcement Agency (PDEA)-NCR, the National Bureau of Investigation (NBI)-NCR, and the military’s Joint Task Force-NCR.

In September, PMGen. Eleazar met with PDEA-NCR Director Joel Plaza, NBI-NCR Director Cesar Bacani and JTF-NCR commander Brig. Gen. Alexander Cruz Luna, to launch what they described as a formation of the first-ever formal alliance of law enforcement agencies against illegal drugs.

PMGen. Eleazar said the Liaison Office will serve as the eyes and ears of the Quad-Intel Force inside the NBP against drug lords and other convicted felons who head other criminal syndicates.

In return, the Quad-Intel Force will provide the BuCor information about the criminal group operations that are possibly connected with convicted felons inside the NBP.

“The liaison office of the Quad-Intel Force is aimed at thwarting any attempt of convicted drug lords and personalities to continue supervising and controlling their operation using their tentacles outside the NBP. It is also mandated to come up with operational plans on any actionable intelligence report inside NBP against the cohorts of convicted drug lords and personalities that include narcos in law enforcement agencies,” said PMGen. Eleazar.

“The setting up of Quad-Intel Force Liaison Office is timely and will serve as a support system of the massive and aggressive reform programs of President Duterte, through Director General Bantag, inside the NBP,” he added.

It was PMGen. Eleazar who initiated the formation of the Quad-Intel Force due to the perceived disagreements among the law enforcement agencies in the conduct of operations against illegal drugs syndicates.

PMGen. Eleazar argued that it is the drug syndicates who are benefitting from the perceived quarrel of disunity of government’s law enforcement agencies since they do not only take the heat off on drug lords but also tarnish the government’s war on drugs.

“Hindi dapat nagkakanya-kanya at hindi dapat nagtataguan ng mga impormasyon ang government law enforcement agencies. Dapat whole-government approach tayo at ito ay sa pamamagitan ng pagkakaisa ng lahat ng law enforcement agencies,” said PMGen. Eleazar.

“We should all work as a team meaning, nagkakaroon dapat ng sharing ng information at consultation and coordination sa mga operations dahil iisa naman ang objective natin dito. Ito ay ang itigil ang operasyon ng droga dahil iyan ang utos ng Pangulong Duterte.
