Pag-IBIG to fund 7.3K homes in Luzon under expanded 4PH

Pag-IBIG Fund is investing P2.9 billion in a housing partnership to finance the construction of more than 7,300 affordable homes in Batangas, Laguna, and Pampanga under the Expanded Pambansang Pabahay para sa Pilipino (4PH) program.

In a news release Friday, Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling, who also chairs the Pag-IBIG Fund Board of Trustees, said the agency is partnering with P.A. Alvarez Properties and Development Corp. (PAAPDC), highlighting the government’s push to work with private developers to accelerate housing delivery.

“As we continue to heed the directives of President Ferdinand R. Marcos Jr., we are strengthening our partnerships with the private sector to accelerate the delivery of affordable homes for Filipino families,” he said.

“Through this partnership, we are bringing together government financing and private-sector capability to increase housing supply, help more Filipino workers achieve the dream of homeownership, create jobs, support industries and drive inclusive economic growth,” he added.

Pag-IBIG said the partnership would deliver homes across 10 developments in the three Luzon provinces, consisting of 80% socialized and 20% economic housing units, expanding the supply of affordable homes across south and central Luzon.

Aliling said Pag-IBIG will subscribe to P2.9 billion in preferred shares issued by PAAPDC.

The investment will be released in tranches and will earn a fixed annual return of 9% for three years.

Pag-IBIG Fund assured that the transaction underwent a comprehensive assessment covering the proposed projects, their locations and market demand, PAAPDC’s financial and operational capacity, and safeguards to ensure that members’ savings are protected.

Marilene Acosta, Pag-IBIG Fund Chief Executive Officer, said the investment demonstrates how it fulfills its dual mandate of helping more Filipino workers achieve the dream of homeownership while prudently investing and growing its members’ savings.

“By supporting the construction of more than 7,300 affordable homes through a prudent investment that provides stable returns, we protect our members’ hard-earned savings, sustain competitive dividends, and strengthen our capacity to finance even more homes for Filipino workers,” she said.

Meanwhile, Acosta said Pag-IBIG is also assessing more investment partnerships with qualified housing developers to support the construction of more socialized and affordable housing.

She said that Pag-IBIG already released P69.19 billion in housing loans in the first half of 2026, helping 43,051 Filipino workers acquire homes, while socialized housing financing more than doubled during the period, with 6,601 minimum-wage and low-income members securing homes under the Expanded 4PH program.
