PNP: Creation of FOI office shows commitment to transparency

MANILA — The Philippine National Police (PNP) on Tuesday reiterated its continued commitment to transparency as it bared the creation of a Freedom of Information (FOI) section for the institution.

In a statement, PNP spokesman Chief Supt. John Bulalacao said “the PNP is committed to disclose to the public and and all information involving public interest under its custody, subject to the limitations as provided for under the Constitution and other applicable laws, rules, regulations and procedure,” .

Bulalacao underscored that the PNP “adheres to openness in governance and as such it will ensure that all information related to the performance of its mandate shall be disclosed,consistent with the provision of upholding the Freedom of Information”.

Part of this endeavor, he said, is the creation of FOI section under the Public Information Division of the PNP Directorate for Police Community Relations.

Bulalacao explained the policy is consistent with Executive Order No. 2 signed on July 23, 2016 by President Rodrigo Duterte and which commenced three months later on November 24, 2016.

EO 2 requires all executive departments, agencies, bureaus, and offices to make public records, contracts, transactions and any information requested by a member of the public, except for matters affecting national security. (PNA)
