Pres. Duterte calls Congress to a special session for 2021 budget

President Rodrigo Duterte on Friday afternoon called Congress to a special session set on October 13 to 16 to “resume the congressional deliberations on the proposed 2021 national budget.”

Presidential Proclamation No. 1027 signed on October 9 also states that the special session is set to prevent “further delays on the prompt passage” of the proposed budget.

“Sa kaparehong proclamation po ay sinertify as urgent ng ating Pangulo ang proposed 2021 budget (The President also certified as urgent the proposed 2021 budget under the same proclamation),” Presidential Spokesperson Harry Roque stated.

“Ginawa po ito ni Presidente dahil importanteng maipasa, maisabatas ang proposed 2021 national budget, dahil ito po ang gagamitin natin laban sa COVID-19 pandemic. (The President did this because it is important to pass and enact into law the 2021 national budget which will be used in response to the COVID-19 pandemic),” Roque added.

On Thursday evening, President Duterte warned members of Congress to “resolve the issue” on the impasse in Congress and to “pass the budget legally and constitutionally” amid the ongoing speakership dispute.

“Gusto ko na ayusin ninyo (I want you to fix this). If and when I see that there will be a delay and it will resolve the derailment of government service, I will solve the problem for you,” President Duterte said.
