President Rodrigo Duterte on Friday (Feb. 11) congratulated newly-promoted Brigadier General Presidential Security Group (PSG) Commander Randolph Gonzalez Cabangbang during the donning of said rank.
The occasion was held at the Malacañang Golf Clubhouse in Malacañang Park, Manila.
