“Samuel” was last eyed at 65 kilometers south-southeast of Cuyo, Palawan, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
The TD has maximum sustained winds of 45 km per hour near the center, and gustiness of up to 60 km/h, heading west at 30 km/h.

Fisherfolk and those with small seacrafts are advised not to venture out over the seaboards of areas under TCWS no. 1 and the northern and eastern seaboards of Luzon.
Moderate to heavy rains, which may trigger flooding and landslides, are expected over Palawan, including Calamian and Cuyo groups of islands, Aurora, Quezon, Mindoro, Panay Island, and Guimaras.
PAGASA said “Samuel” might exit the Philippine Area of Responsibility either Thursday evening or Friday morning
