Security cluster expedites Anti-Terror Law IRR

The Security cluster of the government is expediting the draft of the implementing rules and regulations (IRR) of the Anti-Terrorism Law.

Department of Interior and Local Government (DILG) Secretary Eduardo Año has stated that the Anti-Terrorism Law may be implemented especially if there is a threat to the country’s security despite the lack of the IRR.

However, Department of Justice (DOJ) Secretary Menardo Guevarra has pointed out that the IRR of the law must first be submitted before implementation. The Justice Department is currently creating the IRR draft of the ATL. It may be finished within 90 days.

Meanwhile, a new petition declaring the ATL as unconstitutional was filed by former SC Senior Associate Justice Antonio Carpio and former Ombudsman Conchita Carpio Morales with the Supreme Court. It is the 11th petition submitted to the High Court. Report from Bea Bernardo
