TESDA pushes for creation of tech-voc training council in ASEAN

MANILA — The Technical Education and Skills Development Authority (TESDA) is pushing for the creation of the ASEAN Technical Vocational Education and Training (TVET) Council.

At the opening of the two-day 4th High Officials Meeting (HOM) of Southeast Asia TVET in Manila on Tuesday, TESDA executives explained that having a council would give focus on TVET in the region.

In her presentation on Tuesday, TESDA planning executive director Marissa Legaspi said TESDA officials had a series of consultations regarding this.

She said the council would be aligned with the ASEAN Qualifications Reference Framework (AQRF), which pushes for mutual qualifications and recognition of competencies.

“The establishment of a council also aims to provide best practices — raise the qualities of skills and competencies,” she added.

The council, Legaspi said, would be composed of other TVET-concerned bodies like the education sector.

“We shall conduct further technical (studies) and will tackle this during the HOM,” she said.

The regional meeting gathered 180 representatives from Southeast Asian countries with the theme “Moving Together Towards TVET 4.0.”

TESDA Director General Guiling Mamondiong said the meeting aims to tackle regional initiatives, policies, and TVET education components.

“We will discuss new initiatives, and we hope to adopt common skills standards in the (region),” he said.

As part of preparing for the Industry 4.0, the officials will also discuss what skills or courses may no longer be needed after 10 years, and what shall be done to improve TVET in the region.

Industry 4.0 was defined as “the current trend of automation and data exchange in manufacturing technologies. It includes cyber-physical systems, the Internet of things, cloud computing, and cognitive computing. (Ma. Cristina Arayata/PNA)
