Following Pres. Rodrigo Duterte’s stern warning that all foreign ships passing through the country’s territorial waters should seek proper permission, Malacañang has clarified the directive. Only foreign warships passing through Philippine waters need government clearance. Merchant vessels exercising right of innocent passage do not have to seek clearance from the government.
