Persons in authority who recommended heinous crime convicts as beneficiaries of the Good Conduct Time Allowance Law may face criminal and administrative charges. This proposal was made by legislators at the Lower House after the GCTA Law has been violated with the release of drug lords and rape-slay offenders.
