Pres. Rodrigo Duterte pointed out that Sen. Leila de Lima and former DILG Secretary Mar Roxas will have to answer for the unclear Implementing Rules and Regulations (IRR) of Republic Act No. 10592 otherwise known as the Good Conduct Time Allowance Law. The gray area in the IRR which the two officials created led to the release of almost 2000 prisoners convicted with heinous crimes.
