NCRPO, PACC, BID-DOJ present 3 of 277 arrested Chinese fugitives and illegal aliens in Camp Bagong Diwa

16 September 2019 — National Capital Region Police Office Director PMGen. Guillermo Lorenzo T. Eleazar together with Philippine authorities from the Fugitive Search Unit (FSU) of the Bureau of Immigration and Deportation (BID), in coordination with the Presidential Anti-Corruption Commission Monitoring and Enforcement Group (IMEG) held a press briefing this morning at the NCRPO Conference Room, Camp Bagong Diwa, Taguig City where the Philippine Bureau of Immigration identified three (3) arrested Chinese fugitives as Chen Xianfeng, 42, Wang Changsen, 27, Qin Shuxin, 24 and Qu Heng, 30, who is still at large.

A warrant of arrest was issued for the Chinese suspects who were engaged in an investment scam that victimized more than a thousand individuals in China, amounting to more than 100 Million RMB (over 700 million in Philippine currency).

Chairman Dante Jimenez of the Presidential Anti-Corruption Commission said in his statement that subsequent verification revealed that Chinese nationals were also fugitives from justice whose passports had already been cancelled by the Chinese government. Jimenez also noted that the suspects’ arrest were in keeping with the Memorandum of Understanding of the PACC with the National Supervision Commission (NSC), China’s highest anti-corruption agency. He also thanked the NCRPO and other authorities for the successful arrest of the said fugitives as he looked forward to the arrest of the others who are still at large.
