The ongoing Senate investigation on the wrong implementation of the GCTA has opened a can of worms about the Bureau of Corrections. Aside from the release-for-sale and hospital-pass- for-sale modus, the recycling of illegal drugs came up. Former Philippine National Police-Crime Investigation and Detection Group (PNP-CIDG) Chief Benjamin Magalong revealed that the most number of heinous crime felons were released under the watch of then Justice Secretary Leila de Lima and it had a lot to do with the narcotics trade within the national penitentiary. Magalong gave the anatomy of the recycling of illegal drugs in prison where PNP and Philippine Drug Enforcement Agency personnel kept a portion of the seized illegal drugs which were then used in money-making schemes. In an executive session of the Senate, Magalong provided a list of high-ranking government officials and policemen included in the scheme. A BuCor official also came out in the open and seconded Magalong’s list.
