Cop who killed 52-year-old woman in QC to face admin, criminal raps

Authorities are now conducting an investigation on the killing of a 52-year-old woman in Quezon City involving an alleged drunk police officer on Monday night (May 31).

Video footage showed that the suspect, Master Sergeant Hensie Zinampan, drew his weapon as he was approaching the victim, Lilibeth Valdez. He grabbed the victim by the hair and shot her in the neck after a heated argument. 

Zinampan was arrested and brought to the Quezon City Police District headquarters at Camp Karingal on Tuesday (June 1).

 

Aside from criminal charges, the Philippine National Police Internal Affairs Service (PNP-IAS) was directed to probe the incident and to immediately file administrative cases against the suspect. PNP chief Gen. Guillermo Eleazar vowed to dismiss him from duty.

“Nagbigay ako ng instruction sa ating district director ng QCPD dahil lahat naman ng ebidensya na kailangan natin para ma-file ang kasong murder is ma-file agad natin,” Eleazar said.

In a separate statement, the Commission on Human Rights (CHR) described the incident as “gravely concerning” and that it “shall be conducting a motu propio investigation” into the matter. – Report from Bea Bernardo/AG-rir
