Granular lockdowns to be implemented amid gov’t’s new pandemic response strategy

Presidential Spokesperson Harry Roque on Monday (Sept. 6) said the government is trying to come up with a new strategy to fight against the COVID-19 pandemic.

“’Yung ECQ, as we practice it, may not be enough. So, we’re trying to come up with a new strategy. Kaya nga itong localized or granular lockdown na ito is not the same granular lockdown that we knew,” he said during a Malacañang public briefing.

Roque said the granular lockdown will be stricter.

“It will literally be a complete lockdown kapag ikaw ay subject to granular lockdown. At pati pagkain ibibigay ng gobyerno sa mga lugar na covered by granular lockdowns…Strikto po ang lockdown at magbibigay tayo ng ayuda sa mga naka-lockdown,” Roque said.

He added that authorized persons outside of residence (APORs) will not be allowed to return to the area under lockdown once they leave.

“One innovation is, kung ikaw ay APOR, you can leave but you can no longer go back until matapos ‘yung granular lockdown. Ibig sabihin, wala na pong labas pasok kapag meron nang granular lockdown,” Roque said.

He said that granular lockdowns can be on a per house basis, street basis, district basis, or barangay basis.

“Ang granular lockdowns, ang magde-decide diyan are provincial governors and municipal mayors…[Granular lockdown] was done in consultation with [local government units],” Roque said.

“We’re on pilot. Titignan po natin kung talagang mas epektibo nga itong pinaigting na localized granular lockdowns. If it proves to be more successful, then we will implement it,” he said. – PG – bny
