4 ‘Paeng’-hit regions placed under state of calamity

President Ferdinand R. Marcos Jr. on Wednesday, Nov. 2, placed four regions devastated by Severe Tropical Storm “Paeng” under state of calamity.

In his Proclamation No. 84, the President declared a state of calamity in Calabarzon, Bicol Region, Western Visayas, and the Bangsamoro Region, some of the places hardest hit by “Paeng.”

Under a state of calamity, local government units and the private sectors can hasten the rescue, recovery, relief, and rehabilitation efforts as well as utilize appropriate funds for these.

The Chief Executive noted that over 1.4 million in Calabarzon, Bicol Region, Western Visayas, and the Bangsamoro Region were severely affected by “Paeng.”

He also directed all government departments, agencies, and instrumentalities concerned to continue implementing and executing rescue, recovery, relief, and rehabilitation measures in affected areas.

The state of calamity will remain in effect for six months unless lifted by the President.

The National Disaster Risk Reduction and Management Council earlier proposed to place the entire Philippines under a state of calamity for a year due to the impact of “Paeng.”

Marcos, however, said that there is no need to declare a nationwide state of calamity since the damage of “Paeng” “is highly localized.”
