IMUS CITY, Cavite –The Department of Education (DepEd)-Cavite officials are set to conduct a series of random Monitoring and Evaluation (M&E) activities starting January10 in 19 city and municipal elementary and secondary public schools throughout the province.
DepEd Schools Divisions Superintendent officer-in-charge Cherrylou D. De Mesa on Thursday said the monitoring group will validate if the donations, interventions and donations have complied requirements in the “Adopt-A-School” Program (ASP).
De Mesa said that their monitoring and evaluation activities are in accordance with DepEd Order No. 16, s. 2014 and DepEd Order No. 24 s. 2016 on the Guidelines on the Utilization of Downloaded Funds for ASP.
The assessment and validation activities are also pursuant to the “Guidelines on Accepting Donations and on Processing Applications for the Availment of Tax Incentives by Private Donor-Partners Supporting the K-12 Programs.”
The DepEd monitoring group will also provide technical assistance in establishing and sustaining partnership, as well as validate the proper record keeping of all donated items.
The group will do the rounds of visits to public schools in Magallanes, Ternate, Maragondon and Naic from January 10-12; Mendez, Tagaytay, Alfonso, Bailen from January 17-18; Carmona, Silang, GMA, General Trias on January 24-26; Tanza, Rosario, Kawit, Noveleta on January 29-31; and Indang, Amadeo and Trece Martires City on Feb. 6-8.
DepEd’s ASP aims to provide enhanced learning environment and resources which would benefit children and youth in public schools by engaging various entities for support to broaden access to quality education.
To sustain the implementation of the ASP initiatives, projects and activities, DepEd Order No. 16 specifies the use of financial subsidy such as for advocacy and promotion activities, re-orientation of school heads on ASP, Stakeholders’ Forum at division/regional level, partnership appreciation program at the division/regional level, “BrigadaEskwela” awarding ceremonies at the division/regional level, and the conduct of monitoring and evaluation activities of “BrigadaEskwela.”
Non-compliance will result in suspension of financial subsidy.
On the other hand, the tax incentives for private donor-partners supporting the K-12 program is promulgated to enable schools and donating entities to mutually benefit from the partnership where all application are processed expeditiously and efficiently.
The donor partnerships shall also be given priority attention as long as they adhere to the existing ASP rules and regulations on the treatment and valuation of other forms of support/donation at all school levels. (/PNA)
