The partnership aims “to promote peace and order, ensure public safety and strengthen local government capability aimed towards the effective delivery of basic service to the citizens, ” according to the MOA.

The CSOP introduces a strategic change agenda, policing approaches and development of police operational strategies from the traditional police functions to problem-focused and community-oriented policing system into the new concept of community and service-oriented policing system.

A salient feature of the CSOP concept is to enjoin various stakeholders such as the NAPOLCOM, PNP, LGU and the citizenry from their traditional and separate plans and programs into the integrated programs.

The CSOP also calls for sharing of resources derived from consultation, coordination and cooperation among the various stakeholders thus ensuring strengthened partnerships and collaboration. (Dennis Abrina/PNA)
