President Rodrigo Duterte was conferred an honorary doctorate in foreign diplomacy from the Moscow State Institute of International Relations during his 5-day visit in Russia. The university recognized the President’s efforts to strengthen the ties between the Philippines and Russia. This is the Chief Executive’s first doctorate degree he received ever since he became president.
