PBBM grants SRI, gratuity pay to gov’t employees

President Ferdinand R. Marcos Jr. has signed administrative orders, granting service recognition incentive and gratuity pay to contract of service and job order workers in government for fiscal year 2023.

A five-page Administrative Order (AO) No. 12, signed by Executive Secretary Lucas P. Bersamin on December 7, stated that President Marcos authorizes the grant of one-time Service Recognition Incentive (SRI) of PhP20,000 for government employees in the executive branch.

Qualified for the PhP20,000 SRI are civilian personnel in national government agencies including those in state universities and colleges (SUCs) and government-owned or controlled corporations (GOCCs), occupying regular, contractual or casual positions.

The incentive will also be given to military personnel of the Armed Forces of the Philippines (AFP), uniformed personnel of the Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP).

Uniformed personnel of the Bureau of Corrections (BuCor), the Philippine Coast Guard (PCG), the National Mapping and Resource Information Authority of the Department of Environment and Natural Resources (DENR) are also qualified for the PhP20,000 SRI.

Section 2 of the AO stated that the PhP20,000 SRI is granted to civilian personnel occupying regular, contractual or casual positions; personnel who are still in government service as of November 30, 2023; and personnel who rendered at least four months of satisfactory service.

Under Administrative Order No. 13, on the other hand, President Marcos approved the grant of a one-time gratuity pay of not more than PhP5,000 each for COS and JO government employees who have rendered at least four months of actual satisfactory performance of service, as stipulated in their respective contracts as of December 15, and whose contracts are still effective as of the same date.

AO 13 stated that COS and JOs of the national government agencies, state universities and colleges and government-owned or -controlled corporations and local water districts are qualified to receive the PhP5,000 gratuity pay.

Both payments of PhP20,000 SRI and PhP5,000 gratuity pay to all qualified employees shall be given not earlier than Dec. 15. PND
