The Philippine National Police insists that the human rights of every convict ordered to surrender will be observed and respected. The PNP further clarified that the “shoot to kill” order is applicable only to those who would resist arrest and threaten the lives of arresting personnel. Both the PNP and the Department of the Interior and Local Government urge prisoners released under the GCTA Law to surrender peacefuly.
