PNP Spox Usana: PNP has no policy encouraging extrajudicial killings

The Philippine National Police (PNP) reiterated today that their organization has no policy of encouraging violence or extrajudicial killing in exercising their functions.

The Commission on Human Rights (CHR) has reported that the PNP used excessive, unreasonable force and had the “intent to kill” suspects during anti-drug operations.

But PNP Spokesperson Police Brig. Gen. Ildebrandi Usana denied the allegations.

“Even if there are some violations being committed, we really are asking those people in the know, especially the witnesses, to file a complaint against our [erring] police officers,” Usana said, adding that the PNP leadership does not condone the wrongdoings of their personnel.

He also encouraged the CHR to report to the PNP any information they receive about incidences of violence committed by the police.

“We assure our people na ‘yung mga pamamaraan [that the methods we use] to discipline our people ay isinasagawa ng naaayon din sa batas [are done in accordance with the law],” Usana said.
