QC prepares Alert Level 4 guidelines for residents

Following the implementation of the Alert Level System in the National Capital Region (NCR) on Sept. 16, the Quezon City government has released a memorandum of guidelines to be followed by its residents.

Public safety hours will be from 10:00 p.m. to 4:00 a.m.

According to the memorandum, during public safety hours, all persons should be at home, except for persons (1) going to or returning from work as shown by company ID, work ID, authorized persons outside of residence (APOR) ID or other official ID; (2) with confirmed vaccination schedule as shown by text message/email from the city government or vaccination card; (3) dealing with emergencies; or (4) traveling for purposes of air or sea travel as shown by pre-booked tickets.

Gatherings of more than 10 persons shall be prohibited, except when necessary for work, government, humanitarian or religious purposes, subject to limitations.

In any case, no distribution or gathering of any kind shall be allowed in a Special Concern Lockdown Area, except under highly exceptional circumstances specifically authorized by the city government.

Special Concern Lockdowns are granular lockdowns over buildings, streets, blocks, puroks, subdivisions, villages, and other neighborhood-level areas.

Meanwhile, persons below 18 years old and above 65 years old, and pregnant women must remain home–except when necessary to obtain essential goods and services like buying food or medicine, medical appointments, vaccination, passport appointments, and other appointments for government services–or when necessary for work in a permitted business as shown by a work ID or employer’s certificate.

As for dine-in restaurants, food establishments may provide indoor dine-in services for up to 10% of indoor venue capacity, only if both employees and customers are fully vaccinated.

Customers may be accepted for outdoor dine-in regardless of vaccination status, up to 30% of outdoor venue capacity.
