Qualified gov’t personnel to get P5K PEI —DBM

President Ferdinand R. Marcos Jr. has authorized the release of the 2025 Productivity Enhancement Incentive (PEI) for qualified government employees, the Department of Budget and Management (DBM) announced Thursday.

Under the Circular Letter No. 2025-13 issued on Wednesday, the PEI shall be given at uniform rate of P5,000 for each qualified personnel “for the purpose of improving the government

employees’ productivity.”

The DBM said the incentive will be released not earlier than Dec. 15, 2025, in accordance with Budget Circular No. 2017-45.

Government employees eligible for the PEI include civilian personnel, whether regular, casual, or contractual in nature, appointive or elective, full-time or part-time, as well as military and uniformed personnel.

Meanwhile, excluded from the coverage of grant of PEI are those hired without

employee-employer relationships—including contract of service (COS) and job order (JO) workers—and funded from non-Personnel Services appropriations or budgets.

The PEI, along with the Performance Based Bonus (PBB), is part of the Performance Based Incentive System, which was suspended by the President through Executive Order No. 61 issued in June 2025.

Marcos earlier approved the grant of P20,000 worth Service Recognition Incentive (SRIs) to each qualified government employee as well as P7,000 worth of gratuity pay to COS and JO workers.
