Travel pass not required within Metro Manila or a province

Presidential Spokesperson Harry Roque clarified that only those who will travel outside Metro Manila are required to have a travel pass.

Travels within Metro Manila or a province do not require a travel pass provided that the person travelling is an Authorized Person Outside of Residence (APOR) and has brought an ID or Certificate of Employment (COE).

Under the Department of Interior and Local Government (DILG) Memorandum Circular no. 2020-087, the Joint Task Force Shield for COVID-19 is allowed to release a one time travel authority for locally stranded individuals.

A valid ID and medical certificate from the city health office are the only requirements to acquire the one-time travel authority.

It takes a minimum of three days before the release of the travel pass. Authorities have reminded that only those with essential travels will be granted a pass since it is only valid for one way. – Report from Louisa Erispe
