Village, SK poll bets reminded on deadline of filing expenditures

DASMARIÑAS CITY, Cavite – City Mayor Elpidio Barzaga, Jr. on Wednesday reminded all candidates, whether elected or not, in the recently concluded Village and Sangguniang Kabataan (SK) elections to file their Statement of Election Contributions and Expenditure (S.O.C.E.) to the local Commission on Elections (COMELEC) office on or before June 13.

An advisory released Wednesday stated that the filing of S.O.C.E. is pursuant to Section 14 of Republic Act No. 7166 which provides that “every candidate and treasurer of the political party shall, within thirty (30) days after the day of the election, file in duplicate with the offices of the Commission the full, true and itemized statement of all contributions and expenditures in connection with the election.”

The Section also clearly states that no person elected to any public office shall enter upon the duties of his office until the required S.O.C.E. is filed.

Administrative fine shall be from PHP2,000 to PHP6,000), depending on COMELEC’s discretion, or be subject to perpetual disqualification to hold public office for any commission of second or subsequent offense under this section.

The candidates need to submit, in 3 copies and in separate forms, their Statement of Expenditure (SOE) with the appropriate attachment (official receipt or certification), Statement of Contributions Received (SCR) with copies of acknowledgement receipt that the said contribution was received by candidate, Report of Contributions, Report of Contractors/Business Firms (RCF) and Summary of Advertising Contracts. (Gladys Pino/PNA)
