PNP vows to strictly enforce Anti-Red Tape Act

The Philippine National Police (PNP) has assured the full implementation of Republic Act 11032 or the Anti-Red Tape Act, through its Citizen’s Charter, in all its frontline service operations.

PNP Chief General Dionardo Carlos reiterated this commitment during the courtesy call of Anti-Red Tape Authority (ARTA) Director-General Jeremiah Belgica at the PNP Main Conference Room, Camp BGen Rafael Crame, Quezon City earlier.

The PNP pledged to ensure the compliance of RA 11032 as a national policy that goes down to monitoring the institutionalization of the localized ARTA in all police offices/units.

“A huge part of this is the periodic assessment of the established localized ARTA,” Carlos said.

The PNP is also expected to maintain the ARTA Desk as part of the Complaint Referral and Monitoring Center (CRMC), to receive, to refer and to follow-up on actions taken on all ARTA and non-ARTA related complaints.

The Criminal Investigation and Detection Management (CIDG) Group is designated as a focal unit to support ARTA operation in addressing external organization violations, while the Integrity Monitoring and Enforcement Group (IMEG) and the Internal Service Affairs (IAS) shall handle the internal violations.

In the same manner, the Public Information Office is directed to create multimedia programs that can maximize the potential of “Rektang Konek Aksyon Agad” and advocate a campaign to prevent red tape.

“Ultimately, the goal is to promote the ease of doing business in all government transactions, including the PNP. Aside from the swift service to the public, this will also build confidence in the unrelenting fight against corruption,” Carlos added.

Secretary Belgica, for his part, underscored the empowerment of the PNP to streamline processes, enforcement of the law, investigation and the filing of complaints in appropriate judicial bodies. (PNP/PIA-NCR)-rir
