Nearly a week after the “gun-related incident” at the Senate on May 13, the Department of the Interior and Local Government (DILG) and the Philippine National Police (PNP) presented a timeline of what transpired in the upper chamber, based on the investigation of the Pasay City Police Station and the Criminal Investigation and Detection Group (CIDG).
In a press briefing in Malacañang on Tuesday, DILG Sec. Jonvic Remulla and PNP Chief PGen. Jose Melencio Nartatez Jr. reported to Palace reporters the chronology of events before the actual shooting, after the discharge of firearms, and the subsequent exit of Sen. Ronald “Bato” dela Rosa, allegedly accompanied by Sen. Robin Padilla on May 14.
“Gusto ko pong isaad na pagkatapos ng anim na araw na masusing [pag-iimbestiga], paghagilap po ng lahat ng available videos, interviews, affidavits ay marami po kaming konklusyon na nakuha,” Remulla said.
“For the record, all evidence points that there was no attack on the Senate. I would like to repeat, all evidence points that there was no attack on the Senate,” the DILG chief added.

Below is the timeline they presented:
- May 12, 2026
10:00 a.m. – A security coordination meeting was conducted at the Office of the Sergeant-at-Arms (OSAA) attended by the Government Service Insurance System (GSIS) security officer and the detailed personnel of the Senate from the PNP, Bureau of Fire Protection, and Armed Forces of the Philippines.
- May 13, 2026
2:21 p.m. – GSIS President and General Manager Wick Veloso ordered the implementation of a red alert status.
3:13 p.m. – 4:07 p.m. – NBI agent Aubren Cosidon, together with three NBI agents, inspected the identified nine vulnerable points within the GSIS compound.
5:23 p.m. – Sen. Ronald “Bato” dela Rosa posted an appeal to the public for support.
5:58 p.m. – The Senate adjourned its session.
6:14 p.m. – The Supreme Court did not issue a Temporary Restraining Order (TRO) regarding Dela Rosa’s petition to block the enforcement of a warrant of arrest against him issued by the International Criminal Court.
6:17 p.m. – Arrival of 29 NBI agents at the GSIS main building escorted by GSIS security.

6:51 p.m. – Start of security survey and inspection by NBI agents on nine vulnerable areas identified by GSIS security. Inspection at Medical Hallway, Level 2 also started.
6:52 p.m. – 7:01 p.m. – Site inspection at identified vulnerable area 5 (outdoor canteen hallway leading to Kalayaan Garden).
6:57 p.m. – Acting Senate Sergeant-at-Arms Mao Aplasca announced that somebody would be arrested, but refused to identify the person.
7:02 p.m. – Two NBI agents were posted to secure vulnerable area 5 (outdoor canteen hallway leading to Kalayaan Garden).
7:05 p.m. – The Senate went into total lockdown.
7:11 p.m. – House Secretary General Cheloy Garafil along with House Sergeant-at-Arms Melchor Dela Cruz transmitted to the Senate the Articles of Impeachment against Vice President Sara Duterte.
7:22 p.m. – The Senate received the Article of Impeachment from the House of Representatives.
7:39 p.m. – Coordination on the on-going repair works at door fronting Senate lower ground floor lobby (GSIS carpentry area).
7:44 p.m. – Aplasca assembled the Marines Security PNP–Police Security and Protection Group (PNP-PSPG), and OSAA security personnel to arrest and gave a “lock and load” order.

7:45 p.m. – Aplasca and company were en route to the target area (exit door leading to outdoor canteen hallway and Kalayaan garden). Gunshots were also heard inside the Senate premises.
7:46 p.m. – 7:49 p.m. – Confrontation with the 2 NBI Agents posted at the outdoor canteen hallway leading to Kalayaan Garden.
7:50 p.m. – Aplasca, together with OSAA personnel, was seen abandoning the “crime scene” or place of incident.
7:53 p.m. – Targeted NBI agents conducted an evasive maneuver and then linked up with other NBI agents.
8:14 p.m. – Senate Secretary General Llandro Mendoza said that “perceived NBI agents” entered the Senate.
8:39 p.m. – National Bureau of Investigation (NBI) Director Melvin Matibag told the media that his agents were not involved.
9:35 p.m. – DILG Sec. Jonvic Remulla and Senate President Alan Peter Cayetano held a press conference outside the Senate building.
9:36 p.m. – PNP conducted clearing operations.
- May 14, 2026
2:30 a.m. – Sen. Ronald “Bato” dela Rosa escaped from the Senate protective custody.

At the end of the briefing, Chief Nartatez Jr. formally turned over the records of investigation to Justice Secretary Fredderick Vida, who assured that their panel of prosecutors will carefully verify, validate, and evaluate all evidence to ensure accountability.
