The low pressure area (LPA) last spotted 450 kilometers east of Tuguegarao City, Cagayan may develop into a tropical depression in the next 48 hours, the weather bureau said Monday.

In an advisory issued at 7 a.m., the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the effect of the LPA and shear line will bring moderate to heavy rains over Cagayan in the next 24 hours.

Cagayan, as well as Batanes and Babuyan Islands are forecast to experience scattered rain showers and thunderstorms.

Flash floods or landslides are likely due to moderate to at times heavy rains.

Light to moderate with at times heavy rains will prevail over Batanes, northern portion of Isabela, Apayao, Kalinga, Abra, and Ilocos Norte.

Flooding and rain-induced landslides are possible, especially in areas highly susceptible to these hazards, and in areas with significant antecedent rainfall.

Meanwhile, the rest of the country will have isolated rain showers caused by localized thunderstorms.

Strong winds and rough seas will prevail over northern Luzon.

Rough to very seas are forecast over the northern, eastern and western seaboards of northern Luzon.

Fishing boats and other small sea vessels are advised not to venture out into the sea, and larger sea vessels are alerted against big waves.

Elsewhere, winds will be light to moderate with slight to moderate seas, PAGASA said. (PNA)
