ILOILO CITY — The new payroll system of the Iloilo City Government will bar employees from making their ATM cards as collateral when they apply for a loan.
This was emphasized Monday by City Administrator lawyer Hernando Galvez as he revealed that the city government has already signed an agreement with the Development Bank of the Philippines (DBP) for the Payroll Software System.
The shift to the new system was meant to fast-track the release of salaries of regular and job hire employees at the city hall, he said.
“We expect that within the month we can have this in place,” he said.
Once fully implemented, their ATM cards will also serve as their identification card (ID), which has to be with them at all times. The ID and fingerprints will be used when they log in for their attendance.
Galvez said this will be an effective way to prevent employees from pawning their ATM cards.
The city government, he said, has already requested 40 biometrics machines from the DBP.
Currently, there are only eight available biometrics machines.
After the signing of the agreement, a one-month grace period was given to allow migration to the new system. It is expected that by August and September, it will go full swing, provided there are no glitches in the migration.
Another feature of the system is that the salary of employees will be computed electronically. In case the employees failed to log in, then it will be entered into the system manually.
