Albayalde gives posthumous award to fallen Isabela town cop chief

CAMP MARCELO A. ADDURU, Tuguegarao City — Philippine National Police chief Director General Oscar D. Albayalde on Tuesday paid tribute to the bravery and commitment to duty of Senior Insp. Michael Angelo Tubaña, Mallig town police chief, who was slain by suspected drug personalities on Sunday night.

Albayalde conferred a posthumous heroism award on the fallen police officer when he visited his wake at St. Peter Chapel, National Highway, Gamu, Isabela, on Tuesday morning.

“To lay one’s life for the purpose of preserving peace and order for the glory of God is not as easy as pulling a trigger to disable the target and your death is a supreme sacrifice. We will continue to intensify our campaign on anti-criminality and anti-illegal drugs in the country to achieve a peaceful community,” the PNP chief said.

Tubaña led the conduct of a buy-bust operation against drug personalities identified as Warren Bulawit and a minor last Sunday night. However, one of the suspects suddenly drew a short firearm of undetermined caliber and shot the town police chief, hitting the right side of his body and causing his death.

Joint personnel of Police Regional Office 2 (PRO2) and Criminal Investigation and Detection Group-2 (CIDG)  then immediately conducted a dragnet and hot pursuit operations in coordination with Kalinga Police Provincial Office and successfully apprehended the suspects in the morning of Monday, June 18.

Bulawit’s paraffin test, conducted by the Regional Crime Laboratory Office 2, yielded positive result, while the drug tests for both suspects also had positive results. Cases of murder and violation of Republic Act 9165 were filed against the two – who were committed to the Bureau of Jail and Management Penology in Roxas, Isabela.

The “Medalya ng Kadakilaan” conferred by Albayalde to Tubaña was received by his spouse, Joanna Marie.

Meanwhile, the PNP chief ordered PRO2 regional director, Supt. Jose Mario M. Espino, to provide all assistance due the family of the slain police official.
